Nigeria is the most populated country in Africa and the second economic power on the continent, thanks to its significant oil production, yet it remains relatively poor. Sixty percent of the population lives below the poverty line and the literacy rate has been declining steadily for several decades.

RESILAC operated in two Local Government Areas (LGAs) in the northeastern state of Borno (Jere and Monguno) before withdrawing from Monguno and it provides support to displaced communities from Kukawa LGA. This state has been the epicenter of the security crisis since 2002: home to the insurgency of armed groups, the area is the scene of numerous clashes linked to the increased presence of these groups, which are responsible for several hundred deaths and more than 304,526** refugees, more than 2.1** million internally displaced persons in Nigeria and more than 778,000** internally displaced Nigerians in host communities in Cameroon, Chad and Niger**.  The security situation remains very precarious, both for the populations and for humanitarian actors, reducing, in particular, the RESILAC project's intervention capacities in rural areas.

Cross-border trade is disrupted, leading to higher prices for basic foodstuffs and complications in terms of cultivable space (saturated and/or inaccessible due to the crisis). Today, about 7 million people are in need of humanitarian aid in the northeast of the country.

Institutional linkage of the project: The project is governed in Nigeria by operational (Borno State) and national (at the federal level, in Abuja) steering committees, the latter of which are chaired by the Ministry of Planning and Budget.
